The role of preventive diplomacy

Abstract

This thesis explores the concept of preventive diplomacy through the lens of classical realism, focusing particularly on the contributions of Hans J. Morgenthau, who saw diplomacy as a tool for preventing war and conflict. This study traces deeper historical roots of diplomacy and preventive diplomacy as well and reinterprets its practice as consistent with the realist understanding of power, interest, and prudence in international relations. By analyzing the historical evolution of diplomacy and applying Morgenthau’s theoretical principles, the research evaluates two critical case studies: the Cuban Missile Crisis of 1962 as a success in preventive diplomacy, and the Russia–Ukraine conflict as a failure, providing reasons for such outcomes. Through this comparative analysis, the thesis argues that preventive diplomacy is most effective when it adheres to realist principles such as recognizing power asymmetries, prioritizing national interest, and employing pragmatic, measured negotiation, always considering the consequences of potential war. Failures in preventive diplomacy could be linked to the neglect of these principles, underlying the importance of realism in both understanding and practicing diplomacy, which confirms realists' concerns about power struggles. The study contributes to the broader discourse on conflict prevention and foreign policy strategy, offering insights relevant to both scholars and practitioners in international relations.

Diese Masterarbeit untersucht das Konzept der präventiven Diplomatie aus der Perspektive des klassischen Realismus, insbesondere unter Bezugnahme auf die Beiträge von Hans J. Morgenthau. Während präventive Diplomatie häufig mit institutionellen Bemühungen nach dem Kalten Krieg zur Verhinderung von Konflikten in Verbindung gebracht wird, verfolgt diese Studie ihre tieferen historischen Wurzeln und interpretiert ihre Praxis im Einklang mit dem realistischen Verständnis von Macht, Interesse und politischer Klugheit in den internationalen Beziehungen. Anhand der historischen Entwicklung der Diplomatie und der Anwendung morgenthauischer Prinzipien analysiert die Arbeit zwei zentrale Fallstudien: die Kuba-Krise von 1962 als Erfolg präventiver Diplomatie und den Russland–Ukraine-Konflikt als deren Scheitern. Die vergleichende Analyse zeigt, dass präventive Diplomatie besonders wirksam ist, wenn sie sich an realistischen Grundsätzen orientiert – wie der Anerkennung von Machtasymmetrien, der Priorisierung nationaler Interessen und pragmatischer, abgewogener Verhandlungsführung. Misserfolge in der präventiven Diplomatie lassen sich häufig auf die Missachtung dieser Prinzipien zurückführen. Die Arbeit leistet einen Beitrag zur Debatte über Konfliktprävention und außenpolitische Strategien und bietet Erkenntnisse, die sowohl für die Wissenschaft als auch für die Praxis der internationalen Beziehungen von Bedeutung sind.
