
Diese Masterarbeit zielt darauf ab, die Entwicklung und Implementierung des strategischen Kompasses der EU zu erklären, wobei ein Rahmenwerk verwendet wird, das auf den Prinzipien des strukturellen Realismus beruht und auf einer Untersuchung der strategischen Autonomie der EU aufbaut. Da das Hauptziel des strategischen Kompasses darin besteht, die Rolle der EU als fähigerer Sicherheits- und Verteidigungsanbieter zu stärken, befasst sich diese Arbeit mit der folgenden Forschungsfrage: Wie wird sich die Implementierung des strategischen Kompasses auf die aktuellen und zukünftigen Sicherheits- und Verteidigungsfähigkeiten der EU auswirken? Auf der Grundlage der durchgeführten Forschung stellt diese Masterarbeit zwei Hypothesen auf: (1) Die Implementierung des strategischen Kompasses wird die Sicherheits- und Verteidigungsfähigkeiten der EU erheblich stärken und die europäische strategische Autonomie verbessern. (2) Die Sicherheits- und Verteidigungsfähigkeiten der EU werden nur die Macht der USA und der NATO ergänzen. Diese Hypothese stützt sich auf den strukturellen Realismus und berücksichtigt Aspekte wie ein staatlich orientiertes internationales System, internationale Anarchie, staatliche Souveränität und Überleben. Insbesondere wird der Ansatz des defensiven Realismus, der hauptsächlich auf Waltz' neorealistischer Gleichgewichtstheorie basiert, verwendet, um die Entwicklung und Implementierung des strategischen Kompasses zu erläutern und die Dynamik und Aussichten der europäischen Sicherheits- und Verteidigungspolitik zu untersuchen (Waltz, 1979, S. 103-128).
This master's thesis aims to explain the development and implementation of the EU's Strategic Compass, employing a framework grounded in the principles of structural realism and built upon a study of the EU's strategic autonomy. Given that the primary objective of the Strategic Compass is to strengthen the EU's role as a more capable security and defence provider, this thesis addresses the following research question: How will the implementation of the Strategic Compass impact the EU's current and future security and defence capabilities? Building on the conducted research, this master's thesis posits two hypotheses: (1) The implementation of the Strategic Compass will significantly strengthen the EU's security and defence capabilities and improve European strategic autonomy. (2) The EU's security and defence capabilities will only complement the power of the U.S. and NATO. This hypothesis relies on structural realism, considering aspects such as a state-oriented international system, international anarchy, state sovereignty, and survival. In particular, the approach of defensive realism, predominantly grounded in Waltz's neorealist balance of power theory, is employed to elucidate the development and implementation of the Strategic Compass, along with examining the dynamics and prospects of European security and defence (Waltz, 1979, pp. 103-128).
