In dieser Arbeit werden mit dem Hamburger „Bündnis für das Wohnen“ sowie dem Wiener „Gemeindebau NEU“ zweierlei Policies zum sozialen Wohnungsbau untersucht, wobei ihre konflikthafte Entstehung besonders fokussiert wird. Die Analyse bearbeitet Fragen nach den wohnungswirtschaftlichen und -politischen Kontextbedingungen dieser Konflikte, vollzieht ihre konkreten Kampfprozesse nach und untersucht die beteiligten Akteur*innen im Hinblick auf deren Strategien, Ziele und Machtressourcen. Den methodischen Rahmen bietet dabei die historisch-materialistische Policy-Analyse (HMPA), zu deren wichtigsten Grundlagen neben der Regulationstheorie auch die Hegemonietheorie Gramscis und die materialistische Staatstheorie zählen. Die HMPA wird zur Untersuchung der lokalen wohnungspolitischen Konflikte in Hamburg und Wien um Perspektiven der interdisziplinären Wohnungsforschung erweitert, die eine ganzheitliche Betrachtung gesellschaftlicher Wohnverhältnisse zum Ziel hat. Auf diese Weise konnte gezeigt werden, wie wohnungsbezogene Konflikte einerseits von den lokalen Kräfteverhältnissen und der wohnungspolitischen Tradition abhängen, andererseits aber auch durch bundes- und EU-politische oder makroökonomische Rahmenbedingungen beeinflusst werden. In Hamburg und Wien hat sich jeweils gezeigt, dass insbesondere die restriktive Finanzpolitik eine bedeutende Rolle in den lokalen Auseinandersetzungen einnimmt.

In this paper, two policies focused on social housing are examined: the Bündnis für das Wohnen (“pact for housing”) from Hamburg as well as the Viennese Gemeindebau NEU (“new municipal housing”). Particular focus lies on their conflictual emergence. Central questions of this inquiry concern these conflicts’ economic and political context, the process of their specific political struggles as well as their key actors and their respective strategies, goals and resources. Methodologically, the framework of this paper is provided by Historic-Materialist Policy-Analysis (HMPA), which is rooted in Regulation Theory, Gramscian Hegemony Theory as well as Materialist State Theory. In this examination of local housing-related conflicts in Hamburg and Vienna, HMPA will be complemented by perspectives from interdisciplinary housing research, providing an integrated idea of housing. This way, it could be shown how housing-related conflicts are influenced by both the local political balance in the field of housing and the traditions it has brought about as well as wider conditions such as federal or EU-politics and macroeconomic parameters. In Hamburg and Vienna, it could be observed that restrictive financial policies take up a prominent role within the respective local conflicts on housing.
