Abstract

Das Freihandelsabkommen zwischen der Europäischen Union und Mexiko Diese Arbeit behandelt den Abschluss des Abkommens über wirtschaftliche Partnerschaft, politische Koordinierung und Zusammenarbeit, kurz genannt das Globalabkommen, welches die Errichtung einer Freihandelszone zwischen der Europäischen Union und Mexiko im Jahr 2000 ermöglicht hat. Das Ziel dieses Abkommens war es, die politischen und wirtschaftlichen Beziehungen beider Parteien sowie ihre Zusammenarbeit im beidseitigen Interesse zu steigern. Dieser Schritt war für beide Regionen sehr wichtig, da er der EU einen Zugang zu Lateinamerika erlaubte, um den wirtschaftlichen Einfluss der Vereinigten Staaten zu mildern, und Mexiko die Errichtung einer Freihandelszone mit seinem zweitwichtigsten Handelspartner ermöglichte. Die Errichtung einer Freihandelszone ist sehr kompliziert und braucht viel Aufmerksamkeit, da jede Partei ihre Interessen schützen will und es gibt auch mehrere Elemente, die einen freien Zugang zu den Märkten verhindern könnten. Deshalb hat man bei dieser Arbeit besondere Aufmerksamkeit in Hinsicht auf die Ursprungsregeln, der Mechanismus für Streitbeilegung, sowie auf die ausländischen Direktinvestitionen gelegt, die im Freihandelsabkommen zwischen der EU und Mexiko verhandelt wurden. Abschließend kann man sagen, dass sowohl die Kapitalflüsse als auch der Handel zwischen beiden Regionen gestiegen ist. Trotzdem bleibt dieses Abkommen etwas unbekannt. Beide Parteien haben die Herausforderung, dieses Abkommen den Unternehmern zugänglich zu machen, um einen Steigerung des Handels zwischen beiden Regionen zu ermöglichen.

The Free Trade Agreement between the European Union and Mexico This paper is about the Free Trade Agreement signed between the European Union and Mexico in 2000, which was designed to increase trade between both Parties. It was a very important step for both partners, because it was the first free trade agreement signed by the EU with any of the Latin American countries. This free trade agreement allowed the EU to access Mexico and to decrease a certain level the economic influence of the United States of America on this country. On the other hand, Mexico was able to establish a free trade agreement with its second most important trade partner, allowing Mexico to have a free trade agreement with the two largest regions of the world. The main idea of this paper is to present the Agreement and its components, putting some emphasis on components that might have a negative influence on the trade relation between the parties, like for example the rules of origin, the mechanism for dispute settlement and the foreign direct investments. Even if the trade and the flow of foreign direct investments between Mexico and the EU have increased, since the signing of the Agreement, the trade between the parties still represents a low percentage. It is still up to the governments to assure that the entrepreneurs get the necessary information about the agreement, so that they could increase their trade relationship.
