Informalidad laboral en Colombia 1988–2000. Evolución, teorías y modelos

Abstract

A pesar de su creciente importancia, nadie sabe hoy en día qué se entiende exactamente por sector informal ni que lo determina. Esta paradójica situación tiene dos posibles explicaciones. En primer lugar, es difícil caracterizar a los trabajadores informales pues son sumamente heterogéneos. En segundo lugar, coexisten diferentes visiones que se ciñen básicamente a la dimensión de la pobreza, las cuales quieren caracterizar a los trabajadores de menores ingresos y peores condiciones laborales; en el otro extremo están las visiones que se preocupan por clasificar a los informales según el cumplimiento de las regulaciones institucionales. En el intermedio se encuentran los enfoques que quieren combinar ambas dimensiones analíticas -pobreza y cumplimiento de las regulaciones- en clasificaciones eclécticas. Y finalmente, también se encuentra la posición que el concepto de informalidad no es útil por heterogéneo y ambiguo, y propone su eliminación.
