Diplomacia ciudadana: teoría y práctica de la cultura de paz

Abstract

La diplomacia ciudadana en América Latina y el Caribe consiste en los esfuerzos sostenidos de las organizaciones de la sociedad civil por impulsar una agenda política internacional que incida en los espacios multilaterales regionales donde se desarrollan el diálogo y la negociación entre Estados y otros actores sociales para consolidar una cultura de paz. Estas iniciativas pueden desplegarse de manera directa, al abordar conflictos entre países o grupos, o mediante la articulación multilateral, a través de la coordinación con organizaciones internacionales y gobiernos. En este segundo ámbito, la sociedad civil ha ampliado su participación en escenarios de diálogo dentro del Sistema Interamericano. En este contexto, este capítulo analiza la relación entre la diplomacia ciudadana y la posibilidad de proyectar la cultura de paz desde el nivel nacional al regional. Para ello, se aborda la tradición de paz en las Américas y se analiza el concepto de diplomacia ciudadana, destacando su incidencia en la promoción de una cultura de paz en la región.
