Bureaucratic Reform within Village Government

Abstract

Indonesia has a comprehensive vision for reform encompassed in the national time reform roadmap from 2010 to 2025. The overarching framework for Indonesian reform is delineated by Presidential Regulation No. 81 of 2010, while the roadmap for employee reform falls under the purview of the Ministerial Regulation of State Apparatus Empowerment and Bureaucratic Reform, overseen by the Ministry of Villages, Development of Disadvantaged Regions, and Transmigration. This research aims to identify the bureaucratic reforms necessary to streamline processes from the highest to the lowest levels and introduce innovative breakthroughs. These breakthroughs involve taking gradual, concrete, realistic steps while thinking beyond conventional practices, embracing out-of-the-box thinking, initiating a paradigm shift, and exerting extraordinary efforts. The methodology employed for data collection involves qualitative analysis, wherein data is described and systematically categorized from primary legal materials such as laws and regulations to gain a comprehensive understanding of the research landscape. The data is then analyzed using a descriptive-analytical approach, complemented by qualitative, conceptual, constitutional, and historical perspectives. The findings suggest that implementation should commence from the central government and extend to regional and village levels across Indonesia. Villages are also encouraged to adopt the principles of good governance, directly benefiting their communities.
