Abstract

Las pequeñas reformas administrativas -racionalización de impresos, métodos, etc.- son más realizables que la gran reforma de la organización y del funcionariado; por ello parece conveniente que se afronten con urgencia, ya que al ciudadano medio las deficiencias de esta naturaleza le causan trastornos y molestia s que es necesario evitar.
