INFORMACIONI SISTEMI I JAVNA UPRAVA

Abstract

U ovom radu analizirano je stanje informatičkog sektora državne uprave Republike Srbije i već definisani strateški ciljevi. Opisana je pisana organizaciona struktura državne uprave Republike Srbije, a potom i mogućnosti primene informacionih tehnologija u vladinim organizacijama kao i uloga menadžmenta po pitanju razvoja informatičkog društva u javnoj upravi. Prikazano je da informacione tehnologije imaju najvaž­niji uticaj na procese u okviru organizacija na način da ih menjaju i prilagođavaju poslovanju i potrebama realnog sistema. Ključni problem se ogleda u primeru organi­zacije javnog sektora čije tradicionalne procedure ne odgovaraju stvarnim potrebama građana. Informacioni sistemi su upravo potrebni i važni za javni sektor jer se primenom informacionih sistema eliminišu hijerarhijski nivoi i dodatna papirologija, a pri tome se stvaraju centri odgovornosti.
