Demostramos que, bajo condiciones generales, los préstamos a países pequeños deben apoyarse con la disponibilidad de sanciones directas por parte de los acreedores, y no pueden estar basados en la "reputación de pago" de un país. Esta distinción es crítica para entender la verdadera estructura que está detrás de los contratos de préstamos soberanos, y comparar políticas alternativas para enfrentar el problema de la deuda de los países en desarrollo.
