This chapter discusses three different theoretical perspectives on welfare services. The three perspectives lead to different assessments of public versus private service production, thereby demonstrating that the question of public versus private is contingent on the perspective and considerations we assume. “Delegation” means that the public sector can leave the actual production of a welfare good to the private sector, while “innovation” focuses on the diversity of actors and businesses needed to renew welfare services. The third perspective, “platform”, is about welfare services being able to function as arenas for democracy and participation. The chapter uses the kindergarten sector as an example to illustrate the practical implications of the three perspectives.
