Abstract

Desde que asumió el 10 de diciembre de 2015, el presidente argentino Mauricio Macri impulsó una nueva política exterior, subordinando su agenda a la de los gobiernos de Estados Unidos y Europa. Argumentó que así atraerían inversiones, facilitarían el crédito externo a tasas más bajas y ampliarían las exportaciones. A lo largo de su primer año, el nuevo Gobierno argentino sobreactuó el alineamiento con Washington —retomando la senda que supo transitar Carlos Menem en los noventa— y se ilusionó con la continuidad que suponía la previsible llegada a la Casa Blanca de Hillary Clinton. Sin embargo, la afluencia de inversiones no se concretó, las tasas para tomar créditos no disminuyen y la balanza comercial empeoró. La llegada de Donald Trump a la Casa Blanca profundizó el contexto externo negativo y muestra el fracaso de la estrategia aperturista ensayada por el Gobierno argentino, situación que reconocen hasta los impulsores de la inserción internacional neoliberal. A pesar de estas evidencias, el gobierno de la Alianza Cambiemos no modificó su política exterior e intenta mantener el alineamiento con el nuevo mandatario estadounidense. De aquí en más, subordinarse al imperio acarreará para Macri costos políticos internos más altos —para muestra, véase lo que está ocurriendo con Peña Nieto en México— y beneficios aún más inciertos.
