the public is likely to be exasperated as he learns through experience that a pension plan for seven employees must be approved (1) by the Washington office of the Bureau of Internal Revenue, which after weeks of delay will ask a field office to get further data and make a recommendation, after which further delays will occur; (2) by the Salary Stabilization Board which has no field offices and which has refused (as of February, 1952) to allow the lo-
