Przedstawiono studium przypadku gminy Zbuczyn należącej do powiatu siedleckiego, którego tematem jest pozyskiwanie środków finansowych z unijnych funduszy strukturalnych. Scharakteryzowano absorpcję środków z funduszy strukturalnych i funduszu społecznego w nowym okresie programowania. Przedstawiono samoorganizację lokalnej społeczności w celu realizacji tzw. małych grantów w zakresie aktywizacji zawodowej oraz integracji społecznej.
