A sociedade civil organizada e a administração governamental dos interesses: o exemplo dos conselhos paritários

Abstract

Resumo Este artigo tem como objeto particular a participação da sociedade civil organizada em novas institucionalidades da democracia brasileira, como os Conselhos paritários. Observando os vetores de legitimidade e de representatividade dos membros de tais Conselhos, o estudo identifica certa dissimetria política interna, e analisa as condições de (des)qualificação dos discursos dos membros da sociedade civil. O autor faz a hipótese que, apesar de esses Conselhos paritários se apresentarem como arenas políticas inovadoras capazes de consolidar o debate democrático, eles têm maior possibilidade de se tornarem espaços de controle e de desqualificação da participação da sociedade civil organizada, através da lógica própria à governamentalidade neoliberal, a qual visa ao confinamento do debate na esfera da administração governamental dos interesses e, logo, à certa negação da política.
