Abstract

Sytuacja polityczna i prawna samorządu terytorialnego w Polsce jest rezul- tatem jego historycznego rozwoju oraz zakresu i jakości funkcjonowania jego organów, jak również rezultatem politycznych, społecznych i gospodarczych efektów procesu transformacji gospodarki. Reaktywowanie samorządu teryto- rialnego zostało podyktowane zmianą ustroju polityczno-gospodarczego państwa i związanymi z tym procesami decentralizacji i demokratyzacji w kraju.
