Abstract

De fato, antes de 1914, a economia mundial se desenvolvia debaixo damais completa liberdade de ação no comércio internacional. A lei da ofertae da procura tinha seu campo de aplicação aberto, influindo não só no mercadomonetário, fazendo oscilar as taxas de conversão de câmbio através deum mecanismo normal e espontâneo — o movimento de livre circulação decapitais — , como também no mercado comercial, em que os preços das mercadoriaseram o resultado real da competição livre dos povos e não o efeitoda aplicação obrigatória de taxas oficiais de câmbio, que a Primeira GrandeGuerra nos legou, que a crise de 1929 veio consolidar mais ainda e que aSegunda Guerra Mundial só poderia conservar pela necessidade imposta aosGovernos de equilibrar suas economias abaladas pela inflação resultante dosfenômenos em causa.
