A Elite invisível: explorações sobre a tecnocracia federal brasileira

Abstract

Publicado originalmente em 1982, o artigo a seguir discute temas como a intervenção estatal; a expansão da atividade estatal; a administração, autonomia e controle dos órgãos da administração indireta; e o papel da burocracia, entre outros. Além disso, o autor apresenta os resultados de um estudo empírico sobre a instabilidade da burocracia. Com um recorte longitudinal, o estudo compara dados do Legislativo e do Executivo no período compreendido entre 1945 e 1974. Os resultados sugerem relações entre a instabilidade da burocracia e: natureza do regime político, estrutura organizacional e o tipo de posição ocupada pelo burocrata (“atividade-meio”, “atividade-fim” e “topo”). Ao final, o autor sustenta que a capacidade financeira dos órgãos da administração indireta, sua estrutura organizacional e a longevidade dos seus burocratas de alto escalão são fatores que conferem ao controle desses órgãos um caráter notadamente político.
