The criteria and recommendations in this standard shall apply to site characterization for the purpose of mitigating Natural Phenomena Hazards (wind, floods, landslide, earthquake, volcano, etc.) in all DOE facilities covered by DOE Order 5480.28. Criteria for site characterization not related to NPH are not included unless necessary for clarification. General and detailed site characterization requirements are provided in areas of meteorology, hydrology, geology, seismology, and geotechnical studies.
