There have been several attempts to improve the availability, quality, and the use of primary health care services in Turkey in recent years. In order to have a successful reform policy for the national health care system, policymakers need to have information about the alternative financing systems of health expenditures, including the out-of-pocket expenditures. The objective of this paper is to explore the determinants of the out-of-pocket expenditures on health in Turkey. This paper employs survey data that is obtained from the major hospitals of the capital city, Ankara. Maximum likelihood logistic analysis is used to estimate the relationship between the likelihood of incurring out-of-pocket payments and a set of individual- and facility-level covariates, such as income, education level, wealth of the patient. Empirical findings indicate that as the level of education, age and income increases the likehood of making out-of-payment expenditures on health increases.
