Regulatory divergence and pesticide hazard profiles: a cross-country assessment using the Environmental Impact Quotient

Abstract

This study provides a cross-country assessment of pesticide regulatory regimes by comparing hazard-based profiles of approved active ingredients using the Environmental Impact Quotient (EIQ) as a proxy indicator. The analysis covers 87 economically relevant active ingredients representing over 80% of pesticide use in Brazil, with comparisons across Brazil, the United States, the European Union, and Japan. Results indicate convergence in average EIQ values (≈ 49–54), with no statistically significant differences between countries (ANOVA, p = 0.66; Kruskal–Wallis, p = 0.59). However, this similarity contrasts with substantial structural divergence in regulatory systems, as evidenced by low similarity indices, except for the near-complete overlap between Brazil and the United States (Jaccard = 0.977). Distributional analysis reveals the consistent presence of high-EIQ active ingredients across all jurisdictions, while insecticides systematically exhibit higher values than fungicides and herbicides. These findings suggest that aggregate hazard profiles are more strongly associated with functional composition than with regulatory differences. Overall, the results indicate that regulatory divergence does not necessarily translate into statistically distinct EIQ-based hazard profiles. However, no inference can be made regarding actual environmental impacts, as the EIQ does not incorporate exposure, environmental fate, or field-use intensity
