Analysis of Determinants of Energy Rebound Behavior: The Role of Personal Values

Abstract

This study aims to identify policy directions that can reduce energy rebound behaviors by analyzing their causes. Previous research has focused on measuring the magnitude of energy rebound effects. Furthermore, studies analyzing the causes of rebound behaviors have mainly considered economic aspects, showing limitations. This study seeks to examine the impact of personal values on energy rebound behaviors. For the research, a survey was conducted with 1,571 general citizens. The analysis results show that, fundamentally, economic factors positively (+) influence rebound behaviors. This suggests that economic policies such as discounts or voucher payments may be partially offset by rebound behaviors in energy management policies, indicating the need for a mix of other policy measures. Moreover, personal values were found to influence energy rebound behaviors. Specifically, egoistic and hedonic values positively (+) influenced energy rebound behaviors, while altruistic values negatively (-) influenced them. Based on these findings, this study derives the policy implication that educational programs and campaigns aimed at promoting altruistic values should be implemented with a long-term perspective during policy design. Rather than simply lowering energy prices, policy design requires complementary incentives or regulatory measures to encourage energy conservation and suppress the rebound effect.
