Abstract

Introduction: Stability Is Tested, Not Assumed Financial systems are often evaluated based on their performance during periods of stability. Capital ratios are analyzed, liquidity positions are measured, and risk models are calibrated to reflect expected conditions. These indicators create an impression of preparedness and control. However, history has consistently demonstrated that the true resilience of financial institutions is not revealed during stability, but during disruption. Crises, whether financial, economic, technological, or geopolitical, introduce uncertainty that challenges both structural safeguards and human decision-making. The global financial crisis of 2008 fundamentally reshaped regulatory approaches to financial stability. In its aftermath, policymakers focused heavily on strengthening capital adequacy, improving liquidity buffers, and implementing stress-testing frameworks. Institutions such as the National Credit Union Administration and the Financial Stability Oversight Council have continued to refine supervisory expectations to ensure that financial institutions are better prepared for adverse scenarios. These developments have undeniably enhanced the structural resilience of the financial system.
