Artificial intelligence systems have achieved significant advances in prediction and optimization. However, they remain fundamentally limited in decision authority, governance, and auditability. This paper introduces AICOS, a governancefirst deterministic decision infrastructure that formalizes decision-making as a constrained, auditable, and irreversible process under uncertainty.
