
In today's digital economy, mobile subscriber identifiers have transformed from a simple means of communication into a fundamental means of accessing digital assets. Nonetheless, in the current SIM card recycling life cycle, a system vulnerability, known as the "Residual Linkage" issue, arises when a mobile number is reassigned without de-linking it from the original user's financial and identity-related assets, leading to identity theft and financial fraud. This paper presents a de-linking framework, proposed as "Clean Slate Protocol,(also referred to as the Secure Mobile Identity Migration or SMIM framework), which uses the National Identity infrastructure for de-linking these assets. This model will ensure a synchronised state between Telecommunication Service Providers (TSPs) and Financial Institutions, thereby securing the digital identity lifecycle and respecting the "Right to be Forgotten" as enshrined in law.
