
We usually talk about innovation as an open, meritocratic race, but in reality, the starting line is often gated by social capital, geography, and inherited privilege. This paper argues that innovation ecosystems aren't just "natural" market results; they are designed architectures built by policy, capital, and metrics. If these systems are built, they can be rebuilt—meaning inclusion must be engineered into the foundation from day one, rather than treated as a "fix" after the fact. Merging the theories of Schumpeter, Mazzucato, and Sen, this paper builds a framework around three pillars: • Access: Who gets to participate (bridging gaps in capital, networks, and geography). • Directionality: What we choose to solve (steering tech toward societal missions instead of just high-end consumerism). • Distribution: Who wins (ensuring value strengthens society rather than just an arrow elite). By treating governance as "architecture," we can use incentives, metrics, and accountability as design tools. Whether in venture capital, university spinouts, or AI governance, inclusion is framed here as a performance strategy: diverse systems are simply smarter, more legitimate, and more resilient. Ultimately, sustainable impact depends on Productivity, Social Cohesion, and legitimacy. When these align, we don't just get growth; we get a durable economy that works for everyone. Inclusive innovation isn't a side project—it’s the prerequisite for long-term stability.
