This paper analyzes state-prefecture partnerships between India and Japan, which have gained prominence as both nations deepen their strategic relationship. It demonstrates how subnational diplomacy strengthens bilateral ties through direct regional connections. Drawing on qualitative analysis of official summit documents, joint statements, press releases, and government reports, the study examines emerging initiatives. Key findings highlight cooperation in technology transfer, human resource exchange, infrastructure, and cultural ties. These partnerships decentralize diplomacy, enhance resilience, and contribute to economic stability in Asia and the Indo-Pacific.
