
This study aims to analyze the dynamics of actors within advocacy coalitions in relation to social resistance against the smoke-free areas (SFA) policy in Bojonegoro Regency. The formulation of the SFA policy in Bojonegoro faces significant challenges due to the region's heavy reliance on the tobacco industry, which plays a crucial role in the local economy. Social resistance, particularly from the tobacco industry, constitutes a major obstacle to the policy's implementation. Using the Advocacy Coalition Framework (ACF), this study explores how interactions among actors with divergent interests influence the SFA policy and how belief systems within advocacy coalitions shape these dynamics. This research adopts a qualitative case study approach. Data were collected through semi-structured interviews, field observations, and document analysis. Research informants were drawn from multiple relevant sectors, including government, health institutions, the tobacco industry, and local communities. The data were analyzed using NVivo 12 software, applying the Miles and Huberman model of data analysis, which includes data reduction, data display, and conclusion drawing.
