This paper describes the Upper Basin Water Balance Model, an annual, single-reservoir model model of the Upper Colorado River System. It is offered as a complement to the Bureau of Reclamation's Colorado River Simulation Ssystem as a tool that is easy to understand, and thus to apply and modify, in order to investigate alternative conditions, policies and practices, and that is efficient, so that simulations of long traces and large ensembles of long traces are feasible.
