Chronic and Transitory Poverty in Brazil: An Analysis Using Continuous PNAD

Abstract

From the 1980s, the international literature on the concept and measurement of poverty began to address the temporal dimension and the duration of the phenomenon, starting the field on poverty dynamics. The aim of this paper is to analyze the dynamic characteristics and the cycles of poverty of Brazilian families, between 2012 and 2019, a period that includes the period of the economic crisis deepening in the country, using the longitudinal microdata of PNADC (IBGE). We apply the categorization of chronic and transitory poverty proposed by Hulme and Shepherd (2003). The econometric approach is based on the multinomial logit model, and we estimate the relative probability of belonging to a category of poverty and odds-ratios, aiming to analyze the characteristics associated with a higher duration and permanency on poverty. The results of this article allow us to verify that families that live in rural regions and in the northeast and north Brazilian regions are more likely to be in a situation of deprivation whether transitory or, especially, chronic. Other relevant characteristics associated with this situation are: the greater number of children, the presence of less educated members, a lower percentage of economically active individuals, and the presence of non-white, unemployed, informal, single and older heads.
