Spanish Abstract: La Tasa Social de Descuento (TSD) para un pais es un parametro relevante en el Analisis Costo Beneficio que permite descontar los flujos de beneficios y costos economicos (sociales) futuros de un proyecto o un programa a un periodo presente. El objetivo del presente documento es proponer una metodologia practica con fundamentacion teorica y con una aplicacion a la economia boliviana. La metodologia utilizada es una ponderacion respecto a la participacion del financiamiento de la inversion publica de la tasa marginal de preferencia temporal, la tasa marginal de rendimiento del capital y la tasa de costo de oportunidad de los recursos del exterior. El resultado del enfoque metodologico para Bolivia arrojo un valor de la TSD 8,5%. La principal recomendacion es el proceso continuo de actualizacion periodica de la TSD ante variaciones en los costos de oportunidad de los recursos y la participacion de las fuentes de financiamiento respectivas. English Abstract: The Social Discount Rate (SDR) for a country is a relevant parameter in the Cost-Benefit Analysis, this allows discount the future flows of benefits and economics costs (social) for projects or programs into present value. The objective of this document is proposing a practical methodology with a theoretical approach and the application to the Bolivian economy. The methodology that we used is a weighting regarding the participation of public investment of the social rate of time preference, the marginal social opportunity cost of capital, and the opportunity cost of foreign borrowing. The results for this methodological approach for Bolivian economy is an 8.5%. The main recommendation is the continuous periodical updating for the SDR due to changes in the opportunity cost of the resources and the participation of the financial sources.
