Abstract

German Abstract: Die Forderung nach „digitaler Souveranitat“ entspricht dem Wunsch nach Selbstbestimmung im digitalen Zeitalter - des Staates, von Unternehmen und von Burger*innen. In der aktuellen Debatte wird der Begriff jedoch meist einseitig ausgelegt und seine verschiedenen Dimensionen – die staatliche, die wirtschaftliche und die individuelle – werden nur unscharf voneinander abgegrenzt. Die Unscharfe des Konzepts und die Unsicherheit uber die Aufgaben, die Staat und Verwaltung beim Streben nach digitaler Souveranitat ubernehmen sollen, verhindern eine koharente Strategie, wie individuelle, okonomische und staatliche Selbstbestimmung im digitalen Zeitalter bewahrt werden konnten. English Abstract: Recent calls for "digital sovereignty" express the desire for more self-determination of the state, of companies and of citizens in the digital age. Yet, in the current debate, interpretations of the term are often one-sided as they do not distinguish between its collective and individual dimensions. This vagueness results in uncertainty regarding the actual tasks associated with the pursuit of digital sovereignty and thereby prevents a coherent strategy on how self-determination could be strengthened in the digital age.
