Should the Central Bank Issue E-Money?

Abstract

Une banque centrale devrait-elle prendre en charge l’émission de monnaie électronique, un passif électronique voué à circuler dans l’économie? Nous analysons la manière dont la technologie sur laquelle repose cette monnaie vient modifier les avantages et les inconvénients respectifs, d’une part, de son émission par une autorité publique et par une entité privée et, d’autre part, de la monnaie électronique et du passif existant de la banque centrale (billets de banque et réserves, par exemple). Ces avantages et inconvénients dépendent des facteurs suivants : i) les caractéristiques technologiques du système de monnaie électronique (jetons ou comptes; système centralisé ou décentralisé); ii) l’amélioration possible de la mise en oeuvre et de la transmission de la politique monétaire; iii) les risques d’atteinte à la sécurité et à la vie privée que posent les cyberattaques; et iv) les répercussions incertaines sur l’efficience des banques et la stabilité financière. La prise en main des problèmes de concurrence dans le secteur bancaire est l’argument qui plaide le plus en faveur de l’émission de monnaie électronique par les banques centrales.

Should a central bank take over the provision of e-money, a circulable electronic liability? We discuss how e-money technology changes the tradeoff between public and private provision, and the tradeoff between e-money and a central bank's existing liabilities like bank notes and reserves. The tradeoffs depend on i) the technological setup of the e-money system (as a token or an account; centralized or decentralized); ii) the potential improvement in the implementation and transmission of monetary policy; iii) the risks to safety and privacy from cyber attacks; and iv) the uncertain impact on banks’ efficiency and financial stability. The most compelling argument for central banks to issue e-money is to address competition problems in the banking sector.
