Abstract

German Abstract: Die kontroverse Debatte um die Realisierung von Nord Stream 2 dreht sich ganz wesentlich um die Frage, ob die deutschen Erdgasbezuge aus Russland bereits heute ein problematisches (Abhangigkeits -)Verhaltnis begrunden, das dann mit zusatzlichen Transportkapazitaten nur verstarkt werden konnte. Diese Frage wird die deutsche Energiepolitik in den kommenden Jahrzehnte n begleiten, in denen Erdgas im Zuge der Energiewende eine zentrale Brucken - und Backup - Funktion einnehmen wird. Zur Beurteilung einer moglichen russischen Machtposition sind neben Lieferanteilen weitere Aspekte zu berucksichtigen. Der vorliegende Artikel erfasst die physische Versorgungssicherheit uber einen Abhangigkeits - Index und verbindet diesen mit einer Untersuchun g der Relevanz des deutschen Marktes aus russischer Perspektive. Dabei beleuchtet er die weitere Entwicklung der deutschen Dependenz bzw. deutsch - russischen Interdependenz bis zum Jahre 2050. Ein energiepolitischer Handlungsbedarf hangt wesentlich vom unte rstellten Szenario de r zukunftigen Erdgas nachfrage ab. English Abstract: The controversial discussion about the realization of the Nord Stream 2 pipelines focuses on the question, whether Russia’s position as largest supplier of natural gas to Germany already provides it with substantial power to influence German policy , which could only increase with additional capacity. Over the next decades, natural gas will stay an important energy source for Germany during the country’s transition to a low carbon energy economy. This paper examines the extent of the Russian influence based on natural gas and its possible future development until 2050. Therefore, it calculates a dependency index on Russian gas, which combines several aspects of security of supply. It also pays attention to the relevance of the German gas market from the Russian point of view. The political steps recommended depend very much on the applied scenario for future German gas demand.
