Condorcet's Paradox in Puerto Rico (La paradoja de Condorcet y el caso de Puerto Rico)

Abstract

This is the third of three papers by the author on Puerto Rico’s constitutional status. In this paper, the author revisits the voting paradox known as “Condorcet’s paradox” to explain the impasse over Puerto Rico’s constitutional status. Although Condorcet cycling is rare in politics, the author explains how the impasse over Puerto Rico’s status can be modelled as a Condorcet cycle and presents a possible solution to this stalemate: a simple range voting procedure.
