English Abstract: The activity of lobbies, and their compatibility with a democratic system, has been the subject of consideration for decades, particularly in common law countries, which were the first to regulate it. Despite having been proposed on various occasions, it was not until December 2014 that the first regulation was approved in Spain. This has a regional scope because it was the Catalan Parliament that introduced it with Act 19/2014. It marks a positive step towards revealing and controlling private interest in public decisions, although, in the course of its application, it will gradually have to be improved to make it more effective.
