Abstract

Spanish Abstract: Varios paises latinoamericanos han experimentado reciente- mente cambios constitucionales con respecto a las posibilidades de reeleccion de sus presidentes. En este trabajo usamos un modeo de economomia politica para investigar las condiciones bajo las cuales la reeleccion presidencial inmediata funciona como un mecanismo de rendicion de cuentas en democracias caracterizadas por un fuerte presidencialismo. El modelo inluye la presencia de un juez constitucional como ecanismo de solucion al problema de agencia entre los ciudadanos y el presidente a saber, que los ciudadanos no observan directa- mente las acciones del presidente. Encontramos como resultado que la eficacia de la reeleccion inmediata depende principalmente de la independencia que conserve el supervisor frente al presi- dente y la tasa de descuento por rentas futuras que este ultimo tiene.English Abstract: Many Latin American countries have recently experienced changes to their constitutions regarding president's reelection possibilities. In this paper we use a political economy model in order to inquire about conditions for immediate reelection to serve as an accountability mechanism in democracies characterized by strong presidentialist regimes. The model includes a constitutional judge as a mechanism implemented for the citizens to solve the agency problem among them and the president: citizens can not observe the actions of the president. The results are that reelection efficacy depends on the supervisor's independence from the president and the president's discount rate for future rents.
