English Abstract: The present paper describes the "Minimum Vital Consumption of Water" policy instituted in Bogota by the Major Gustavo Petro Urrego, in the field of residential public subsidies, so the subsidies type that propose the politic are studied and it is outlined the applicability of the policy with a different type of subsidy.
