En el marco de la actual sociedad del conocimiento, el desarrollo sostenible de una region requiere la presencia de unas condiciones tales que faciliten y promuevan su desarrollo cientifico-tecnologico para un crecimiento socio-economico sostenible. Los planes de estrategicos de CTeI han surgido en el mundo, y mas recientemente en Latinoamerica, como un mecanismo clave para crear tales condiciones que facilitan el desarrollo. Este articulo presenta la metodologia y los factores claves tenidos en cuenta para la construccion del Plan Estrategico de Ciencia y Tecnologia para la region Tolima (Colombia): PECTIT 2020. Los resultados de este proceso revelan la inclusion de novedades metodologicas que hacen de este Plan, un nuevo referente nacional en el diseno de politicas y planes para la orientacion y promocion del desarrollo cientifico-tecnologico regional.In the context of today's knowledge society, sustainable development of a region requires the presence of such conditions that facilitate and promote the development of science and technology for sustainable socio-economic growth. The STI strategic plans have emerged in the world, and more recently in Latin America, as a key mechanism to create such conditions that facilitate development. This paper presents the methodology and the key factors taken into account for the construction of the Strategic Plan for Science and Technology for the region Tolima (Colombia): PECTIT 2020. The results of this process revealed the inclusion of methodological novelties that make this Plan, a new national benchmark in the design of policies and plans for guidance and promotion of regional scientific and technological development.
