Abstract

Las medidas de comando y control habitualmente implementadas por las Administraciones Distritales de Bogota responden al estatuto ambiental de la ciudad pero por construccion misma requieren de procesos de enforcement que hagan plausible la obtencion de los resultados sobre disminucion de las actividades contaminantes que los Planes de Manejo ambiental tienen por objetivo que definitivamente son costosos. Se propone una reflexion sobre la eleccion de los instrumentos de politica a partir del estudio computacional de la posibilidad de existencia de un doble dividendo que podria surgir de financiar recortes en impuestos preexistentes sobre el uso de capital y de trabajo por ejemplo, con los recaudos de la aplicacion de impuestos ambientales sobre empresas emisoras. El primer dividendo consiste en el abatimiento mismo; el segundo, en un mejoramiento de los mercados de factores generado por la reduccion de tributos distorsionarios. Se construye un CGE con 51 sectores y un agente representativo y se simula introduccion de dichos tributos encontrando que, si bien la interaccion entre los impuestos preexistentes con los nuevos tributos y la conducta del consumidor puede ser compleja, la medida abre la posibilidad de utilizar dichos tributos como complemento de los existentes.
