Improving the Software Process involves a complex forming process. The paucity of research on this topic difficult to understand its dynamics, raise theoretical models and develop appropriate solutions for businesses. This paper discusses methodological guidelines to address the process of setting up research from the perspective of a project proposal to the Process Improvement Software. The methodological guidelines define the conformation of a project and allow to base the definition of the problem, justify the research approach, and set research objectives, all of which lead to the production of components, items and artifacts to the formation of the proposed project the Process Improvement Software. The results show the need for future research agenda of the subject and the important need to guide SMEs results applied to software development. The paper shows the state of the art and research guidelines.
