Composition of International Capital Flows: A Survey

Abstract

Les auteurs passent en revue plusieurs mécanismes importants susceptibles d’expliquer la ventilation des flux de capitaux internationaux entre investissements directs étrangers (IDE), investissements de portefeuille étrangers et flux d’endettement (emprunts bancaires et obligations). Ils s’intéressent tout particulièrement aux deux frictions suivantes : l’asymétrie d’information sur les marchés de capitaux et l’exposition aux chocs de liquidité. Ils montrent que l’asymétrie d’information entre les investisseurs étrangers et nationaux entraîne de l’inefficience dans l’allocation des capitaux lorsqu’un pays finance ses investissements internes au moyen de capitaux étrangers. L’exposition aux chocs de liquidité découlant de l’asymétrie des échéances entre les actifs et les passifs peut induire des crises bancaires et de brusques inversions des flux de capitaux à court terme. Lorsqu’il y a asymétrie d’information entre acheteurs et vendeurs sur le marché des capitaux, la présence d’antisélection entraîne des coûts de liquidation plus élevés pour les IDE que pour les investissements de portefeuille. Les différences d’exposition aux chocs de liquidité (ajoutées à l’asymétrie d’information) expliqueraient la composition différente des flux d’investissements sous forme de prises de participation entre économies développées et émergentes, ainsi que le comportement des IDE lors des crises financières.

We survey several key mechanisms that explain the composition of international capital flows: foreign direct investment, foreign portfolio investment and debt flows (bank loans and bonds). In particular, we focus on the following market frictions: asymmetric information in capital markets and exposure to liquidity shocks. We show that the information asymmetry between foreign and domestic investors leads to inefficient investment allocation and borrowing in a country that finances its domestic investment through foreign debt or foreign equity. Exposure to liquidity shocks due to the mismatch of debt maturity may induce banking crises and cause sudden reversals of short-term capital flows. When there is asymmetric information between sellers and buyers in the capital market, then due to the adverse selection foreign direct investment is associated with higher liquidation costs than portfolio investment. The difference in exposure to liquidity shocks (in addition to asymmetric information) can explain the composition of equity flows between developed and emerging countries, and the patterns of foreign direct investments during financial crises.
