Trade Unions Go Global!

Abstract

"Aus historischer Sicht spielten Arbeiterbewegungen eine entscheidende Rolle in der Entwicklung sicherer Arbeitsplätze. Unfallschutz am Arbeitsplatz ist für Unternehmen kostspielig, führt aber aufgrund eines Rückgangs der Krankheitstage zu einem Anstieg des Arbeitsangebots. In einer freien Marktwirtschaft ist zu erwarten, daß Unfallschutzmaßnahmen in zu geringem Maße von Firmen ergriffen werden. Von Gewerkschaften bestimmte Sicherheitsstandards erhöhen die Produktion und die gesamtökonomische Wohlfahrt. In einer globalen Welt kann internationaler Handel zwischen einem entwickelten Land (dem “Norden”) mit Gewerkschaften und gutem Unfallschutz und einem Entwicklungsland (dem ”Süden”) ohne Gewerkschaften zu einem Absinken der Standards im Norden führen. Wenn sich Gewerkschaften ebenfalls im Süden gründen, sind Widerstände im Norden, auch durch Gewerkschaften, zu erwarten. Aus quantitativer Sicht sind diese Verluste im Norden jedoch klein und werden mehr als kompensiert durch die Gewinne im Süden." [Autorenreferat] "Worker movements played a crucial role in making workplaces safer. Workplace safety is costly for firms but increases labour supply. A laissez-faire approach leaving safety of workplaces unknown is suboptimal. Safety standards set by better-informed trade unions are output and welfare increasing. Trade between a country with trade unions (the North) and a union-free country (the South) can imply a reduction in work standards in the North. When trade unions are established in the South, the North, including northern unions, tend to lose. Quantitatively, these effects are small and overcompensated by gains in the South."
