The evolution of electronic administration (also called e-government) does not stop raising questions and creating challenges in relation to services offered on the internet, with the so-called "digital gap" or the emergence of a digital democracy. This paper attempts to present the general problematic with regard to the evolution of electronic administration, and in particular with regard to digital democracy. Finally, it offers a model for measuring the state of maturity of initiatives in favor of a digital democracy.
