Monetary and Exchange Rate Stability at the EU Mediterranean Borders

Abstract

Résumé La stabilisation du taux de change est l’un des principaux objectifs de la politique monétaire d’un certain nombre de pays méditerranéens. Nous présentons un modèle de microstructures du marché des changes fondé sur une analyse technique des anticipations qui permet de classifier les régimes de change de facto et de déduire une mesure de leur crédibilité. Dans notre analyse empirique, nous comparons la politique de taux de change de sept pays de la Méditerranée situés hors d’Europe, l’Algérie, l’Égypte, Israël, la Libye, le Maroc, la Turquie et la Tunisie, avec pour point de référence la situation de quatre pays européens non membres de l’Union européenne, à savoir l’Albanie, la Bulgarie, la Croatie et la Roumanie. Nos résultats montrent que si la volatilité des taux de change basée sur les fondamentaux est modérée, en revanche les marchés assignent une faible créditibilité à la politique de change de la plupart de ces pays.
