Entering the 21th century technology is increasingly advanced and developing, the influence of globalization has made technology more sophisticated, so that the world of education is also affected, the purpose of this research is to find out the steps for developing Android-based learning media using smart apps creators and to find out the effectiveness of learning media in improving maharah kalam, the method used in product development is the ADDIE model which stands for Analysis, Design, Development, Implementation, Evaluation, but only up to the Implementation stage, while the results of respondents from media experts 76% means good, material experts 84% means very good, and students 82% means very good, while the results of the pre test mean value of 77.5000 and post test mean value of 82.6667 which means there is a significant effect on increasing students' maharah kalam.
