Role of Village Government in Enhancing Digital-Based MSME Governance in Balongdowo Village

Abstract

This study analyzes the Balongdowo Village Government's role in digitalizing MSMEs using the framework of regulator, facilitator, and catalyst. Using a qualitative descriptive method, the research identifies that as a regulator, the government has integrated digitalization into the RPJMDes, although specific Village Regulations (Perdes) are still lacking. As a facilitator, it provides digital literacy training and promotional access via the official village website. As a catalyst, the government collaborates with Surabaya Poltekkes to accelerate digital adoption among local business actors. The results indicate that while these roles are active, they are not yet optimal. Major challenges include the absence of formal legal frameworks and a lack of continuous technical assistance. To ensure sustainable digital transformation, the study recommends strengthening institutional regulations and establishing a monitoring system to support MSMEs consistently in the digital economy.
