Planning for community-wide family planning services.

Abstract

Methods of planning developed by Planned Parenthood-World Population for family planning services are described including a discussion of the underlying program premises and the organizational aspects. These methods have been tested in several communities of varying sizes and the results obtained in 1 metropolitan program are presented. Since many health agencies lack experience in family planning the findings of demographic research must be translated into operational concepts and procedures defining the problem the population in need and the type of program to meet those needs. This work often must be done in spite of rather than in cooperation with established health agencies. The major objective of public family planning programs is to enable parents who do not have access to private medical care to choose if and when to have children. The minimum services made available to the medically indigent should include the physicians examination and consultation laboratory services contraceptive supply training and counseling and follow-up supportive services. These services should be convenient and easily accessible and the burden of providing them should be shared by many health agencies. Close cooperation with maternal health clinics is highly desireable. Efficient use of paramedical personnel can require only part-time services from physicians. The methodology of the establishment of such a program is described in a large metropolitan area. That study has led Planned Parenthood-World Population to create the Center for Family Planning Program Development designed to assist in family planning development across the country.
