
COMPREHENSIVE health care is a cherished goal for the American people. It constitutes a challenge to both the consumers and the providers of medical care. Before analyzing this challenge, however, it is prudent to consider what we mean by this broad, popular term. The Articles of Incorporation of the Group Health Association of America use it. Yet, our Tenth Annual Group Health Institute1 last year held extended discussions of the meaning and content of comprehensive health care. Comprehensive health care is one of the four principles set forth in the Articles of Incorporation of Group Health Association of America, which are:
