LA GOBERNANZA DEL AGUA Y LA PARTICIPACIÓN CIUDADANA EN BOGOTÁ

Abstract

Investigacion que analiza el proceso social y juridico que handesarrollado comunidades ambientalistas del Distrito Capital, logrando laparticipacion, en la gobernanza del agua, para la gestion integral de susfuentes hidricas. Metodo. Se ha utilizado una metodologia de tipo documentaldescriptiva, a partir de la revision de material proveniente de los estudiosacerca de la participacion ciudadana en Bogota D.C. Resultados. Los Cabildospara la Gobernanza del Agua (CGA) tienen como sus antecedentes historicos,los movimientos sociales y civicos que se originaron en los anos noventa,en la defensa de sus territorios, deteriorados por la problematica ambiental,la expansion urbana, la invasion de la ronda de los rios y el mal manejo de losdesechos industriales y toxicos. La politica publica en Bogota D.C., desarrollada a partir del 2012, de gobernanza del agua, ha fomentado la participacion ciudadana con los CGA, los cuales han tenido incidencia en el manejo y gestion de los sistemas hidricos sobre los cuales estan asentadas las comunidades. Conclusion. Las experiencias de algunos movimientos sociales, y la instalacion y desarrollo de 43 CGA, no han sido suficientes en sus alcances, para un goce pleno en la gestion del recurso hidrico, lo que permite concluir que una buena gobernanza del agua se debe fundamentar principalmente en el liderazgo de las comunidades y en la busqueda del consenso de todos los actores intervinientes, lo cual permitira generar politicas publicas con justicia social en la gestion del agua.DOI http://dx.doi.org/10.21017/Rev.Repub.2016.v21.a16
